Kylie manages New Zealand Police’s Partnerships and Harm Prevention team in the National Investigations Group. This team was established to lead and implement New Zealand’s multi-agency, border to backyard response to organised crime, namely the Transnational Organised Crime (TNOC) Strategy and, at the other end of the spectrum, the Resilience to Organised Crime in Communities (ROCC) work programme. In her role as a member of Police’s Investigations Leadership team, she oversaw the development and delivery of Police’s five-year Organised Crime Strategy (2021), which sets out Police’s national operational response to organised crime and defines Police’s role and contribution to both ROCC and TNOC programmes of work.
Kylie has spent the last 13 years working in government roles with almost a decade spent working across both law enforcement and regulatory intelligence. Kylie is passionate about true partnership, inclusion, and collaboration at all levels. This has informed her approach to influencing national strategy and policy making, operational responses, and the development of her team’s innovative response to gangs and organised crime.
